Marine High-tech Industrial Park

Ⅰ.Park introduction


Weihai (Rongcheng) Marine High-tech Industrial Park was started in 2012 and was approved as Shandong provincial agricultural high-tech industrial demonstration zone in December 2014. It was recognized as one of seventh batch of national agricultural science and technology parks in December 2015. It remains the only ocean-featured park with theme of marine science and technology in Shandong Province.

The core area of the park is located in the south of Rongcheng. The total planning area is 37 km², consisting of land area of 17 km² and sea area of 20 km². The park fully highlights the characteristics of the marine high-tech industries aiming to build a marine biotechnology industry cluster, an innovation demonstration area and a livable development area.

Ⅱ.Park planning

The park focuses on the industrial positioning of marine biological technology industry, and determines the spatial layout of "one center, one ring, three zones and two belts".

"One center" refers to the core of comprehensive service in the park.

"One ring" refers to the production and living ring connecting various industrial and residential parts.

"Three zones" refers to the supporting industrial service area, the industrial optimization development area and the key industrial development area.

"Two belts" refers to the landscape recreation belt and coastal recreational belt.

III. Industrial positioning

1. Build a national well-known marine biotechnology industrialization base;

2. Create a transformation breakthrough zone leading the innovative development of Marine biotechnology industry in Weihai city;

3. Create an international marine biotechnology industrial cooperation demonstration zone radiating northeast Asia.


IV. Status quo of the park

At present, the park has completed the infrastructure investment of 1.5 billion yuan, implemented the basic supporting projects, introduced more than 50 projects such as Marine biological medicine, functional food and biological peptide extraction, with a total investment of more than 8 billion yuan.

In 2017, the park has launched construction of core area, living and R&D sectors. In 5 to 10 years, the park will become a Marine high-tech industrial concentration area radiating China and Northeast Asia.

V. Central Area

With a total area of 0.98 square kilometers, the park will be built into a vigorous innovation center and a public service center, with functions such as commercial recreation area, administrative service area, scientific research incubation area and commercial office area, so as to provide a complete comprehensive service for industrial development.

VI. Residential living areas

With a total investment of 1.2 billion yuan, the “Shanhaiwan Town”project covers a total construction area of 350000 square meters, with 37 buildings, equipped with the supporting business, community kindergartens, office, medical service center and other facilities, to build a community featured with "scientific, smart, ecological, leisure ". It will be finished and put into use in 2018.

VII. R&D Smart Residential Area

Introduced by Weifang Goertek co., ltd. with an investment of 9 billion yuan, the project aims to develop the eastern coastal belt of 4.8 square kilometers with threee blocks and 10 functional zones , including scientific museum, hotels, health care, yacht experience,etc. It will be used for international sci-tech exhibition, cultural expo, UAV and electronic competing events,etc. At present, the themed hotel with an investment of 150 million yuan has been completed.

VIII. Function carrier of scientific and technological innovation

1. Technology r&d platform

It has built a 15,000-square-meter marine biotechnology innovation center, including r & d laboratory of 8000 square meters , pilot test and GMP workshop of 4000 square meters, more than 600 sets of equipment, through docking with national key talents and projects, focusing on the development of medical food, pharmaceutical intermediates and other fields.

2. Talent service platform

We have built innovation service center of 5000 square meters, providing supporting facilities of catering, accommodation, office and leisure facilities.

3. Incubation Platform of Enterprises

It has built an 8, 000-square-meter science and technology business incubator and technical online trading platform to guide enterprises to dock the fruits. It possesses more than 1,400 scientific and technological achievements and patents , 47 marine biological start-ups, with an incubation fund of 5 million yuan.

4. Industrial acceleration platform

The marine biological dream factory covers a total area of 22,000 square meters, providing a production site for entrepreneurial projects in the entire park.We will focus on industrialized production projects in the areas of extracting active materials from marine life and marine biological new materials.

IX. Supporting facilities

Infrastructure: the park has improved infrastructure, with a total investment of 2 billion yuan, and completed infrastructure construction of water supply, drainage, power supply, gas supply, roads, communications, network and land leveling,etc. 

Co-generation of heat and power: the total land area is 165.6 mu, and the total construction area is about 49,000 square meters. When the project is completed in 2018, it will replace more than 50 small coal-fired boilers for civil and industrial use in and around the park, realizing the integrated operation of civil heating, industrial steam supply and heat source plant.

Sewage treatment: build a sewage treatment plant with a daily treating capacity of 40,000 tons and a sewage lifting pump station of 800m3/h, and the effluent quality reaches grade A.

X. direction of investment attraction

Marine medicinal food industry: the development of marine biological resources of the medicinal food bioactive substances and key nutritional efficacy composition, research and development of enzymatic hydrolysis, fermentation, purification, preparation of marine biological active substances, such as advanced key technology, optimize medical food formulation and preparation technology, carry out the function of the marine medicinal food and clinical research, pilot medical products industry demonstration base is established.

Marine biological new material industry: mainly develops marine biological new materials with seaweed, sea cucumber and fish, shrimp and shellfish as raw materials.In the near future, we will focus on the development of medical and textile new materials for seaweed fiber, and the long-term development of medical and textile new materials for crustacean fiber.

Marine bio-pharmaceutical industry: introduce projects that can make use of rongcheng's abundant low-value marine biological resources and implement the intensive processing and comprehensive utilization of low-value marine biological resources;The introduction of Marine pharmaceutical industry projects with various marine biological drugs as the leading products.
